Homelessness: Rates, Causes, Conflicts and Solutions

This is a 7 page paper discussing the rates, causes, conflicts and possible solutions to homelessness in America. The issue of homelessness within the United States has been studied from many different perspectives. From one perspective, homelessness is seen as a very serious problem which must be overcome from a national initiative to combat poverty and create affordable housing. Studies over the past three decades have tried to determine the main causes of homelessness in America and what solutions can be used to decrease the number of homeless people in the country. From another perspective, urban planners, politicians and those within the justice system often deal with homelessness as a problem which must be removed to accomplish urban renewal projects and many policies towards the homeless have actually become “increasingly punitive, ranging from Welfare reform (effectively reducing program funding and changing the eligibility requirements) to NIMBY (not-in-my-back-yard) tactics such as anti-camping, anti-panhandling, and zoning ordinances created to remove homeless populations and facilities from specific locations”. Is Welfare Reform An Effective Policy In California?

There are a number of variables that must be taken into consideration before an accurate assessment of such impact can be made. One aspect of welfare reform, also called the Personal Responsibility and Work Opportunity Act of 1996, has been that it has set a precedent for encouraging otherwise nonproductive members of society to become more instrumental in their own well being. By not living up to the standards set by welfare reform, which is established on an individual basis by each state, single people and families alike are in danger of losing their benefits. It does not take much, either, to find one's welfare benefits at stake: breaking rules, not finding work or simply exhausting their benefits clock. Job Opportunity verses Government Aid: Hypothetical Approaches for Improving the Economic Status of Female Heads of Household

A 2 page analysis of two hypothetical approaches to improving the economic status of low income women and their dependents. Contrasts the benefits and disadvantages of one program providing higher levels of earned income credit and another which provides jobs and equitable wages for a predetermined period. Concludes that he second approach rewards a woman for working but at the same time there is a more immediate cap put on the time that she can benefit from such a program. The woman's work incentive, therefore, is not in the form of government subsidies but in the form of the realization that after three years she will be on her own to provide for the needs of her family. While it may seem like a harsher program in many ways, it is superior to the first in that the taxpayer is not left in the position of indefinitely having to support the families of others.
