Boston's Central Artery, the elevated six-lane highway that runs through town, opened in 1959 and was a marvel that had been planned for growth. Designed to carry 75,000 vehicles daily, it is now one of the most congested highways in the nation carrying 190,000 vehicles each day. The budget for its replacement is $10.8 billion and is scheduled for completion in 2004. Though construction began in 1991, there was no overseeing IT plan implemented until 1996. California Ballot Initiatives

A 16 page paper examining the evolution of the ballot initiative from a method by which grass root opinion could be translated into law to a tool of wealthy special interest groups with little concern for any outcome aside from supporting their own agendas. Budget by initiative is likely to continue since the Supreme Court refused in 1999 to limit the number of ballot initiatives that can be pursued in any one election. When special interest groups are able to remove more than 100 percent of state funds from the control of the state legislature, the now-crumbling system will be fully disabled and both reason and practicality will dictate redesign.
